Here's another 'fiscal cliff' worry: tax-filing delays

With some investments already feeling the pain of the looming cliff, millions of Americans are at risk of being affected. The first to consider is the expiration of the Bush-era tax cuts, according to CNBC's Jackie Deangelis.

By Allison Linn, TODAY

If you?re the type of person who likes to file your income tax return as soon as possible, then you?ve got another reason to be frustrated by the fiscal cliff stalemate in Washington, D.C.

Most of the tax changes being discussed as part of the fiscal cliff negotiations would go into effect in 2013, meaning that taxpayers would first have to account for them when they went to file those tax returns in early 2014.

But a handful of the provisions under discussion could affect Americans? 2012 taxes. The down-to-the-wire negotiations in the nation's capital could leave the IRS scrambling to adopt the changes in its systems, delaying the agency?s ability to accept some people?s returns.

?Congress oftentimes waits until the last minute to pass legislation, and then that in a turn affects the IRS,? said Bob Meighan, vice president with tax software provider TurboTax.

That's definitely been the case this time around. Just a few days before the end of the year, Congress has not been able to come to an agreement over a series of tax increases that are scheduled to go into effect Jan. 1. President Barack Obama said Friday that he was "modestly optimistic" a deal could still be reached to avert going over the so-called fiscal cliff.?

Acting IRS Commissioner Steven T. Miller has already warned that there could be serious filing delays if Congress doesn?t provide a patch for the Alternative Minimum Tax. An IRS spokesman said Friday that the agency did not have any further information beyond the warnings Miller gave to lawmakers in a letter earlier this month.

The AMT is a provision in the tax code that was designed to ensure that wealthy taxpayers have to?pay at least a minimum amount of taxes. It was never indexed for inflation, however, so Congress has had to provide temporary fixes over the years to ensure that lower-income taxpayers aren?t affected.

That hasn?t happened yet this year because of the fiscal cliff stalemate. In the letter to House Ways and Means Committee Chairman Dave Camp earlier this month, Miller, the acting IRS commissioner, warned that if Congress doesn?t provide a patch this year, then the IRS would have to make significant programming changes to account for that.

?In that event, given the magnitude and complexity of the changes needed, I want to reiterate that most taxpayers may not be able to file their 2012 tax returns until late in March of 2013, or even later,? Miller wrote in the Dec. 19 letter.

Miller also warned that as many as 30 million additional taxpayers could be subject to the AMT if a patch isn?t put in place.

For now, Miller said the IRS is acting as if Congress will provide an AMT patch.

Meighan, of TurboTax, said his company also has prepared its software as if a patch will be in place. But he said the company also is ready to?switch gears quickly if it must.

Meighan said a few other provisions under discussion as part of the fiscal cliff negotiation could affect a minority of taxpayers in 2012. Those include a deduction teachers get for school supplies they purchase for their classrooms and a tuition and fees deduction that applies to some students.

"It's really gotten to a point now where you have the ideological divisions in the country overlapped now with the partisan divisions," said CNBC's Chief Washington Correspondent John Harwood.

The IRS has had to ask people to delay filing their returns before. In 2010, Congress passed last-minute tax law changes on Dec. 17. As a result, the IRS said it wouldn?t be able to accept returns with itemized deductions until February of 2011 because it needed time to adjust its systems.

If people are forced to wait to file their tax returns, that would also mean a delay in getting tax refunds. Roberton Williams, a senior fellow with the Tax Policy Center, said that in turn could have some effect on the economy because many people count on that money to pay off debt or buy big-ticket items.

If the AMT isn?t patched at all, he noted, that would be an even bigger economic hit because some taxpayers wouldn?t get their expected refund at all.

?That will have a major effect on the economy,? Williams said. ?It will be pulling a lot of money out of the economy that people are expecting.?

Despite the Congressional deadlock, experts say they are still assuming a deal will be made to put the patch in place.

?For most people, come 2013 they?ll be able to file their taxes, they?ll get their refund and life goes on,? Meighan said.

When do you usually file your taxes?

That would honestly depend on what Customer Service tasks you would be working on. Not all Customer Service positions are the same and 99% will require different knowledge than a previous job you may have had. Being proficient is a great stepping stone for you. Some do not even have that.

Green Blog: An Industry's Future, Blowing in the Wind

As I note in Friday?s paper, construction of new wind farms is going to grind to a halt with the end, at least temporarily, of the wind production tax credit. What?s next?

The credit is worth 2.2 cents per killowatt-hour generated, beyond whatever the electricity can be sold for on the regional market. At some hours of the day, most or all of the revenue will come from the tax credit.

Without the credit, wind farms could still be profitable if they were built where the wind is strongest, according to Robert W. Thresher, a research fellow at the Energy Department?s National Renewable Energy Laboratory in Golden, Colo. But the trend lately, he said, has been to move to somewhat less favorable sites because the best ones within connection distance of the grid have been used up.

That has meant an evolution in wind machines, Dr. Thresher said. Newer ones built in places with weaker wind are as tall as 100 meters (328 feet) with the aim of catching more energy; they also have bigger rotors so that at lower wind speeds they can still develop the torque necessary to turn a generator. But longer blades and higher towers are more expensive. In Europe, he said, some developers have even moved to towers 120 meters (394 feet) high.

But the other way to lasso more energy, he said, would be to extend and strengthen the power grid. Some of the places with the best wind are in rural areas with little or no transmission capability, he noted, and a stronger and more reliable grid would allow wind energy producers to sell electricity where prices are highest. The strongest wind is in the Midwest, and the highest prices are commanded on the East and West coasts, Dr. Thresher noted.

For the time being, though, developers seem likely to wait for the outcome of a debate in Congress over whether to revive the production tax credit. Taxes in general, of course, are on the table as part of the ?fiscal cliff? budget negotiations, and no one is sure what will emerge from that process.

At the moment, many members are still at home, poised to return if a deal is struck. January seems more likely, though.

Online Learning and Upheavals in Social Networks - Technology ...

Live and learn: Everybody went mobile in 2012 (or so it seemed), but the most groundbreaking movement on the Web may have been the rise of digital education.

For all the attention lavished on the Web?s growth on mobile devices this year, one of the most interesting Internet trends is still best experienced on a desktop computer: online education.

The rising cost of higher education (the average bachelor?s degree now costs more than $100,000), combined with increasing access to high-speed Internet service and a desire for more efficient and flexible learning methods, brought new prominence to websites offering free or low-priced courses in everything from programming to literature.

Free online code-learning startup Codecademy?s effort to teach novices to code snagged more than 400,000 participants for its weekly lessons in JavaScript, HTML, and CSS. Harvard and MIT joined forces to create edX, a $60 million nonprofit company that streams free college courses online, while nearly three dozen schools?including Stanford and Princeton?formed their own free online course site, Coursera, which has more than 1.5 million users so far.

Udacity, cofounded by Sebastian Thrun, a Google Fellow and former Stanford researcher, started out by offering a single Stanford artificial intelligence class online for free. It has since grown and now offers 19 different free courses, mostly geared toward computer science and math. And Duolingo, a free crowdsourced language-learning startup cocreated by Carnegie Mellon University professor Luis von Ahn, has about 300,000 users per week learning French, Spanish, English, Italian, German, and Portuguese.

Perhaps the most ambitious (and highly funded) online education offering unveiled in the last year was the Minerva Project, which raised $25 million from Benchmark Capital for its plan to offer a completely online college education for about $25,000 a year. We?ll have to wait to gauge the Minerva Project?s impact, though: it?s not starting classes until 2015.

Despite the initial wave of enthusiasm, it?s not yet clear whether many of these startups or universities will be able to form sustainable business models, or if online classes can really work well on a large scale (many of the students that sign up for classes don?t actually complete them).

Fortunately, because they operate on the Web, these education efforts are able to gather lots of data about how their students are learning?potentially useful for tweaking lessons and improving performance.

Another segment of the Web that experienced major changes in 2012 was social networking. More than eight years after it began in Mark Zuckerberg?s Harvard dorm room, Facebook crossed the billion-user milestone in October.

The leading social network also became a publicly traded company, albeit not a particularly successful one; the stock began trading on May 18 at $42; as of Wednesday, it had declined to $26.51. This move means that Facebook, which is constantly gathering more data about our lives, is now facing even greater pressure to find ways to profit from this information. Facebook bought the popular photo-sharing service Instagram in a bid to beef up its own photo-sharing offerings and capitalize on Instagram?s influence as a standalone app. Facebook set the acquisition price at $1 billion in April, but the stock and cash deal was worth about $715 million when it closed in August due to the drop in Facebook?s share price.

Pinterest, a social-curation site founded by Ben Silbermann that lets you ?pin? interesting items found online to virtual pinboards, emerged in 2012 as one of the most popular social networking sites. Though Pinterest launched back in 2010, it suddenly ascended early this year. In April, a report from Experian Marketing Services named it the third most popular social network behind Facebook and Twitter.

Of course, more and more of the Web was experienced on smartphones and tablets in 2012. The first time smartphones and tablets outsold personal computers?was 2011, and that trend continued in 2012. Mobile Internet usage has been rising quickly?it accounted for 13 percent of Web traffic in November?and it?s expected to grow more dramatically. According to IDC, the number of mobile users is expected to climb from 174 million this year to 265 million in 2016, with more of us accessing the Web with a mobile device than with a PC in 2015. So if you?re not already reading this story on a smartphone or tablet, chances are you will be soon.

Brattleboro Reformer: Legislative preview: Energy, health care and ...

Reposted from Brattleboro Reformer.

BRATTLEBORO ? State Sen. Peter Galbraith is not a fan of industrial wind power in Vermont.

About to embark on his second term as a Democratic Windham County senator, Galbraith said he wants to impose a moratorium on development of turbines on state land while also allowing affected communities to have more say in such projects.

?This is an issue that certainly will be a major source of debate,? Galbraith said.

He was among the Windham County state lawmakers who gathered recently at the?Reformer?for a discussion about the upcoming legislative session, which begins Jan. 9.

They expect the legislature to tackle big topics including the environment, health care and energy. One of the most-discussed issues was education, with state Rep. Valerie Stuart saying the state must do more to promote readiness for kindergarten, college and careers.

The Democrat from Brattleboro?s District 1 cited statistics including the fact that, when reaching kindergarten age, only 56 percent of Vermont children are deemed sufficiently ready for those classes.

Stuart, who hopes to again sit on the House Education Committee, also said post-secondary education is becoming increasingly important.

?Over three-quarters of the jobs of the future will require some sort of college education,? she said.

State Rep. Ann Manwaring, a Wilmington Democrat representing Windham District 6, called for a ?bottom-up? approach to education?policy that would emphasize policies that are working on the local level.

When it comes to educational results, ?the needle isn?t moving very much, no matter how much we pay for schools,? Manwaring said. ?I believe we really need to look at education as a system.?

Overall, she added, ?we have to put public education and the success of it at the same level that we?ve put health care.?

That?s a reference to the state?s continuing effort to enact a centralized, single-payer health-care system by 2017. Galbraith said he is concerned that the debate about how to pay for such a system could be ?kicked down the road? to future sessions.

?Unless you figure out how to pay for it, you really haven?t created a system,? he said.

The legislators addressed a variety of other issues including:

? On the energy front, Galbraith believes encouraging greater energy efficiency is a much more effective tool for addressing climate change than wind power.

?Industrial wind in Vermont is about making a statement that we care about global warming at the expense of our ridgelines, when in fact we?re doing nothing about global warming,? Galbraith said.

He wants to introduce legislation that would impose a moratorium on developing industrial-size wind turbines on state-owned land. Also, he wants to require that any such development would need the consent of affected communities.

That includes not only those towns that would host turbines but also those that are situated nearby within view of the towers.

?You need to define what is an ?affected community,?? Galbraith said.

? Encouraging economic development hinges on such initiatives as broadband expansion, workforce development and creation of affordable housing, said state Rep. John Moran, a Wardsboro Democrat who represents the Windham-Bennington House district.

Moran wants a ?worker-friendly State of Vermont? that offers livable wages.

?If you work and you still can?t afford to live, there?s a problem there,? he said.

? Moran also wants to encourage ?open and responsive budgeting? at the state level.

?It will give us a (better) sense of how we?re allocating our resources,? he said.

? State Rep. David Deen, a Westminster Democrat representing the Windham 4 district, chaired the House Fish, Wildlife and Water Resources Committee in his last term.

Deen said he is interested in issues including storm-water management, pollution in the Connecticut River watershed and the controversial potential for transporting ?tar sands? oil through the state.

?There will be legislation dealing with transmission of tar sands through pipelines in Vermont,? Deen said.

? About 16 months after Tropical Storm Irene struck Vermont, the Federal Emergency Management Agency ? and its perceived shortcomings ? still is on many legislators? minds.

?I am going to put a spotlight on them and do some public hearings,? Deen said.

? State Rep. Tristan Toleno, a Democrat who will be serving his first term representing Brattleboro?s District 3, said food issues, health and fitness and obesity are among his concerns.

? State Rep. Carolyn Partridge, a Democrat from the town of Windham who represents the Windham 3 district, chaired the House Agriculture Committee during her previous term.

She remains interested in issues including Farm to Plate and the mandatory labeling of food containing genetically modified organisms, or GMOs. Previous efforts to pass a GMO-labeling bill have failed.

Mental Health Service Agencies Looking Into Additional Outreach ...

?

With the news that Sandy Hook Elementary School shooter Adam Lanza suffered from mental health illnesses, much discussion has taken place about them along with speculation about risks of potential violence. Rockland County Department of Mental Health Commissioner Mary Ann Walsh-Tozer said local mental health service providers have been addressing the questions raised by their clients and are looking to organize a community forum with a partnership of public and private entities to reach out to the general public.

She said the idea is to determine ?how we might add to the package of services that are accessible to people? through community workshops or discussions.

Walsh-Tozer said, ?Our hope is to be able to do something within the month of January.??

Jawonio Spokesperson Diana Hess said a possible community forum could include Jawonio, the county Mental Health Department, Mental Health Association of Rockland County, BOCES and others.?

?We?re looking forward to collaborating with the county, Mental Health Association and BOCES,? said Hess. ?We?re going to be able to lend our expertise and compassion.?

Agencies already responded individually. Jawonio has been offering in-house counseling to its clients and employees, United Hospice of Rockland has been providing grief counseling and school districts made grief counselors available to students and staff.?

Hess said Jawonio wants to be part of the discussions that focus on Autism and Asperger?s Syndrome and to help de-stigmatize them.

The Wallpaper Wednesday Desktop

The Wallpaper Wednesday Desktop Sometimes the combination of tools that make a featured desktop good-looking and useful aren't a ton of widgets all over the screen, just smart placement of a few and a couple of customization tools that make us think "that'd be really cool on my system." When reader AzraeL36 submitted his desktop to the Featured Desktop forum using one of our own Wallpaper Wednesday wallpapers, we took notice.

Want the same look for your desktop? AzraeL36 was light on details, but we managed to figure out what he used to make his Windows desktop look like this. Here's what you need:

  • The Sky Mountain Wallpaper from our Wallpaper Wednesday post
  • The Rainmeter system configuration and management utility for Windows
  • The Encoded skin for the time, date, and weather
  • The GoogleBar utility for Rainmeter to add a Google search bar directly to the desktop
  • The SimpleSentenceThree skin for Rainmeter for the sunrise/sunset times and the Now Playing widget in the bottom left corner
  • Stardock's ObjectDock for the dock on the right side of the screen
  • Winamp minimized at the top of the screen

There are obviously a few missing pieces, notably where AzraeL36 got the icons for the dock on the side, but if you have questions about how to make this setup your own, head into the original thread to ask your questions. Of course, if Rainmeter gives you trouble, our guide can help with that.

Want to get your desktop featured? Submit it?along with where you got the wallpaper, skins, and geeklets?to us for review. We have two different ways you can share it with us:

Linux, Mac, Windows, whatever you choose to use, please include a description of how you made your desktop when you send it in. Without that, we can't tell others how to make it for themselves so they can be featured too!

.pw: A leader in trademark protection? | Domain Name News (DNN)

The following is a guest post by Kate Moran of TM.Biz, .PW?s trademark validation agent.

As you may know, on December 3rd .pw (the ccTLD for Palau) kicked off its sunrise offering. It is a relaunch of a country-code to the general public ? however, equally noteable is that it is one of the first top-level domains to deploy some of the advanced Rights Protection Mechanisms currently being debated by the ICANN community.

ICANN is currently trying to finalize the specifications of the Trademark Clearinghouse and the level of protection afforded to trademarks. ?Under discussion is coverage beyond exact matches of trademarks. The opposition is pushing back furiously, claiming that these expansions were already discussed, dissected and shot down several times in the past few years.

The .pw registry is proposing to protect not only exact matches, but also any domain containing the trademark, misspellings, abbreviations and language translations of the validated trademark. ?The trademark validation agent, TM.Biz is coupling these rules with automated searches of 70 trademark databases.

Trademark owners may include any variant of their trademark that has been subject to cybersquatting.??In the case of?misspellings not being intuitive,TM.Biz will ask for documentation demonstrating?past use by third parties.??TM.Biz?s?validation agents will use open source tools to verify translations and may also? request?documentation from the trademark owner.

Finally, premium generic strings are registry-reserved and are not generally available for sunrise.??If there are competing sunrise applications for the same string, the level of similarity will be examined, ?i.e. if they?are both exact matches or one if an exact match and the other is due to a misspelling or other variant. ?If they are both due to the same level of similarity, then the names go to auction.? Otherwise, the more exact match would prevail and there is no auction.

The outcome of the recent ICANN debates are still unclear. However, the market?s reaction to the .pw Sunrise should serve as a barometer of interest for expanded trademark protection. In addition, the registry will be able to attest to whether offering expanded trademark protection is an easy process or a very complicated one.

The .PW Sunrise will be a great test and ICANN needs to pay attention. Will the trademark industry take advantage of this expanded trademark protection, as they claim they will??

THE RESET: Fed forges ahead with easy-money policy

As President Barack Obama and Congress agonize over strengthening the economy without fattening the $16 trillion national debt, the Federal Reserve chugs steadily along on its own course of keeping interest rates low and printing money to stimulate growth.

The central bank's impact on the economy is huge. Yet it doesn't get as much attention as the fiery White House-congressional battles over the "fiscal cliff," taxes and spending.

The Fed is a hybrid ? part government agency but also an arm of the banking system. That unusual arrangement helps insulate it from being buffeted by strong partisan winds.

Fed policy makers on Wednesday decided to keep aggressively buying Treasury and mortgage securities to keep the U.S. economy growing into the new year and until labor markets improve.

It's called "buying" bonds, but the purchases are mostly done with money created out of thin air ? one of the Fed's singular powers.

It's risky. The flood of new money from the Fed and other central banks can touch off inflation and even trigger another financial crisis.

But so far, inflation is being held at bay by a weak global economy.

And interest rates also remain low, including 30-year mortgage rates averaging 3.4 percent, one of their lowest levels ever.

Before the recession the Fed's "balance sheet" was about $1 trillion. Now it's $2.9 trillion, headed for $3 trillion.

Republican nominee Mitt Romney had vowed to replace Fed Chairman Ben Bernanke. Romney's loss gives the former Princeton economist more running room.

Still, Bernanke ? first appointed by President George W. Bush in 2006 ? has hinted he may step down when his term expires in February 2014.

While the threat of inflation from too much money-printing remains, the Fed can quickly reverse the process by raising rates, selling its bonds and electronically erasing the proceeds. That would contract the money supply and ease inflation pressures.

Communications Minister: Broadband savings 'unlikely'... | Stuff.co.nz

Claims that consumers will lose out if the Government overrules a Commerce Commission move to drop the wholesale price of copper broadband connections by as much as $12.53 a month are exaggerated, Communications Minister Amy Adams says.

Adams said it "was highly unlikely that retail service providers would fully pass through any wholesale cost savings".

Labour communications spokeswoman Clare Curran said yesterday that Prime Minister John Key was putting the interests of network company Chorus above those of consumers by threatening to legislate against the proposed price decrease.

The cut in the price Chorus could charge for wholesale broadband connections, from $21.46 to $8.93 a month, was mooted last week in a draft report that telecommunications commissioner Stephen Gale has described as "very preliminary".

The commission is due to finalise the report in June and any cut would apply from December 2014.

"With so many families struggling under National's failing economy any monthly saving provides real help, but National won't even give them that," Curran said.

Adams said regardless of the extent to which wholesale price cuts might be passed on, "the long-term benefits of end-users involves consideration of not just price but the ability to access enhanced speeds and services, and the Government will be considering the impact in respect of all these matters".

It has not yet been made clear whether the Government is primarily concerned copper-broadband price cuts would dissuade people switching to the alternative fibre-optic ultrafast broadband (UFB) network, to which the Crown is contributing $1.35 billion, or whether it is worried Chorus might not be able to live up to its obligations to build 70 per cent of the UFB network if the cuts go through as drafted.

Chorus has said the combined effect of the draft ruling and a final determination concerning the price it can charge for its copper phone lines would be to cut $170 million to $180m off its earnings before interest, tax, depreciation and amortisation, which last year came in at an annualised $680m.

Key has said he is concerned the draft cuts would reduce "its capacity around broadband".

Can You Hear Us Now? Communications Policy and the Criminal ...

Prison BarsTalk about convergence.? Not only has the Internet changed the way Americans consume content, it is also changing the criminal justice system.

The United States has the highest incarceration rate in the world.? According to the 33-country Organisation for Economic Co-operation and Development (OECD), the U.S. incarceration rate is 760 prisoners per 100,000 population.? Only 3 of the remaining OECD countries have incarceration rates above 250 per 100,000. These include Israel (325 per 100,000), Chile (317 per 100,000) and Estonia (273 per 100,000).? African-American and Hispanic men (3,074 per 100,000 and 1,258 per 100,000, respectively) comprise a disproportionate share of American prisoners, compared to just 459 per 100,000 of white men.

Policymakers should continue to monitor how the ways law enforcement officers use technology may perpetuate flaws in the criminal justice system.? Several developments over the past month shed light on these considerations.

Privacy

The Fourth Amendment states ?the right of the people to be secure in their persons, houses, papers and effects, against unreasonable searches and seizures, shall not be violated, and no warrants shall issue, but upon probable cause.? The warrant requirement for law enforcement officers conducting investigations in the physical world is well settled, even as the law surrounding exceptions to the warrant requirement is more complex. However, the extent of Fourth Amendment protection online and on devices is murkier.

The New York Times published an article discussing the patchwork of confusing, and often contradictory, laws around the country governing law enforcement?s warrantless use of cell phone data, including New York City?s practice of keeping cell phone theft victims? phone data beyond the data need to investigate and prosecute the theft.? The New York City Police Department is also notorious for its ?Stop and Frisk? practices.? According to the New York Civil Liberties Union, black and Latino New York residents ?made up close to 90 percent of people stopped and about 88 percent of those stops were of innocent New Yorkers.?

To address the challenges of privacy and Fourth Amendment policy in the digital age, policymakers are considering legislation to amend the Electronic Communications Privacy Act (ECPA). ECPA, enacted in 1986, was designed to restrict the ability of the federal government to use computer data and stored electronic communications in investigations.? But ECPA currently requires no probable cause and no warrants for law enforcement to obtain things like stored photographs, data from Facebook pages, and draft documents shared with third parties like Dropbox and Google.

On Thursday, the Senate Judiciary Committee approved an amendment to ECPA that would require police to obtain a warrant before searching suspects? emails. ?The Senate is not anticipated to vote on the ECPA amendment until next year, but this is important progress toward ensuring the Fourth Amendment warrant requirement applies to data and devices.

Recording Police Activity

The past month has also seen an important development in the role personal audiovisual recordings might play in documenting police misconduct.

On Monday, the Supreme Court declined to review a Seventh Circuit ruling that the First Amendment includes the right to record the actions of police officers while they are on duty and in public. Illinois? eavesdropping law had made recording police officers a felony punishable by up to 15 years in prison. The Seventh Circuit held that ?the act of making an audio or audiovisual recording is necessarily included within the First Amendment?s guarantee of speech and press rights as corollary of the right to disseminate the resulting recording.?

Earlier this year, the City of Boston agreed to pay $170,000 in damages and legal fees to a man, Simon Glick, who was arrested for recording police officers in public. The settlement followed a First Circuit Court of Appeals unanimous ruling that Glick had a ?constitutionally protected right to videotape police carrying out their duties in public.?

Prison Phone Justice

The families of inmates are silent victims.? Incarceration removes a reliable source of household income and separates parents from their children.? One aspect of the effect of incarceration on families is the stratospheric rates telephone companies charge for collect calls made by inmates.

One study conducted by the Southern Poverty Law Center of prison phone rates in Louisiana ?found these fees to be 15 times higher (30 cents per minute versus 2 cents per minute) than they are for collect calls made outside prison walls.? In September, FCC Commissioner Clyburn urged FCC Chairman Genachowski to cut prison phone rates. On November 15th, the FCC announced at a rally by civil rights groups that it would seek public comment on prison phone rates.? Congressmen Henry Waxman (D-CA) and Bobby Rush (D-IL) attended a screening of a new film entitled ?Middle of Nowhere? on the Hill earlier this week.? The film depicts the inner conflicts a mother encounters while her husband is serving an eight-year sentence.

Far too many people of color are in prisons in the United States. That makes the use of information and communications technology by law enforcement a matter of particular interest to people of color. The developments discussed here show policymakers taking constructive steps to improve how the criminal justice system uses technology. But information technology?and its uses?evolve rapidly, which means we need careful oversight of how these tools are used in the criminal justice system.

Yahoo Enters the Photo-Filter War with Its New Flickr App

Yahoo is on an app rampage: a day after debuting its new mail apps for Android, iOS, and Windows 8, the company has just released an updated Flickr app?for iPhone,?that ? surprise, surprise ? has Instagram-type filters. This, of course, comes just days after Twitter released its own filters and Instagram unveiled a new one.

RELATED: What Facebook, Instagram, and Google Can Learn from Flickr

Many had hoped that CEO Marissa Mayer would update Flickr as part of her efforts to revive Yahoo, and the decidedly mobile-first executive took that as an excuse to fix the phone version of her once dominant photo site.?This week's upgrade has two stand-out features that Flickr lovers should appreciate:

RELATED: Of Course Flickr Has a Porn Problem

Yahoo has entered the Twitter-Instagram photo war: Adding?16 of those ever-popular filters might not seem like the most original move, but people still love to dress up their photos in retro veneers.

RELATED: The Twitter-Instagram Filter Wars Have Arrived

Yahoo has given in to instant login. The Flickr app makes it (really) easy for users to sign on ? something that, as Mat Honan explained over at Gizmodo, has plagued the service for awhile. One of Flickr's first "community problems" emerged when the service decided everyone needed a Yahoo account to sign in, he explains. That drove a lot of people away ? especially casual sharers,. The new app allows you to sign in with either a Yahoo log-in or a Facebook ID (or a Google account, though it's a bit trickier to find).?

RELATED: Will A Chinese E-Commerce Tycoon Buy Yahoo?

Other than that, the app looks a lot like the company's Android offering. The photo-filter sharing aspect might attract those who don't already use the site to store their stuff. (That seems to be the hope.) Then again, Yahoo is kind of late to that game.

Internet Marketing And You: How To Promote Your Business Online ...

Website marketing is very important for online businesses. Promoting your website on the Internet today is an important thing to do. This is the ideal time to get involved in this endeavor. The following advice will assist you in your Internet marketing campaign.

The look and feel of your site, as well as the ease of use, are important factors in making your customers feel like they are shopping in a store. Routinely audit and test the links, pictures, and online payment systems to identify any bugs or issues that will create difficulties for your customers. Like shoppers can?t spend money in your establishment if they can?t find their way in, Internet users will not spend extra energy trying to navigate a faulty website.

If possible customers are interested in doing charitable donations, try direction some profits to the appropriate charity. This needs to be clearly advertised to your visitors. The percentage of profit you give up need not be a big one to produce impressive marketing benefits.

Find other businesses that would be interested in your products, and offer them promotional discounts of product or service bundles. This tactic is a sound strategy to create connections between multiple markets. This has a cumulative effect of boosting overall revenue. Online booking agents are a great example of this type of linking. This technique is especially useful for merchants that offer products that complement each other, but you have to remember to use merchants that aren?t in direct competition.

Always stay on top of what your website marketing competition is doing. No matter what business you are in, competition will always be there.

Think about just how good your product really is. The world?s best marketing efforts can?t overcome the shortcomings of a flawed product. Selling high quality products will assure you a profitable business.

Email can be an effective business tool. Free newsletters are are a good way to keep your customers up to date on your products, as well as give them some interesting content to consider. Your subscribers want to feel like you?re sharing valuable information with them, not spam. Newsletters are a great way to stay in touch with your customers. It also lets them know that you care about them an would like repeat business rather than just treating them like a dollar sign.

Displaying paid advertisements from reputable companies on your website can help to increase the credibility of your own business and also provide an additional revenue stream. Visitors will see these familiar and trusted names on your site and have a tendency toward association, giving you the benefit of the doubt as well as a favorable customer image. This will drive people to visit your site and make them come back.

Internet marketers need to be at the cutting edge of the technology curve. If you fall behind, your customers will notice it and start to doubt you. If you want to gain respect and see more sales, you need to show visitors that you are up-to-date in your field.

A quality website is vital to a successful web marketing campaign. Test your site regularly to remove expired links, glitches, or broken graphics. If visitors have a hard time looking through your site, they will probably avoid purchasing anything from you.

Offering free instruction (in the form of courses, videos, or e-books) is a great way to draw traffic to your site. This makes for savvy Internet promotion, because your free product acts as a persuasive advertisement for the materials you?re actually trying to sell. Create your advertising campaign to show off your new and necessary online course.

To achieve success in internet marketing, try using words like ?guaranteed? in your advertisements and related content. People need to know that they are not risking a lot by buying from you, so a guarantee is always a good thing. A guarantee makes people more comfortable about risking their hard-earned cash since their level of trust in you has risen with the inclusion of the offer.

It is always important to research various competitors if your internet enterprise is to succeed. Check out the websites of your competition to see what ideas can be used to help improve your business. If you see that other websites lack a certain service or element, develop this characteristic on your own website.

One piece of affiliate marketing wisdom some webmasters overlook is to keep websites simple. Multimedia tools like Silverlight and Flash are cool and seductive to new website owners. Flashy website tools like these, offering full screen video, are pushed all the time by website designers. Make it simple enough for everyone to use! You should have a site that is easy to use, without all the fancy stuff.

Press releases are a good strategy to get the word out on the product you offer. If you can write clear, crisp and informative press releases, there are many sources available online that will publish you and release your material to certain niche markets. This can elevate the quality of your product and increase your visibility.

Creating and maintaining an interesting blog is a great way to draw in visitors. You must post regularly so that there is always new content for visitors to read. Visitors are more likely to revisit your site if they know they will always be reading up-to-date, useful information.

All your correspondence with anyone on your mailing list should be personalized. A colorless, bland email is easy for a customer to ignore and delete. Are you sick and tired of getting spam email all the time? If you create a personal experience in email you will stand out form the rest.

Hopefully, this article has made it clear how important Website marketing is for an online business owner like yourself. This can be approached in a number of ways. There is a plethora of information on jumping into it. Apply what you?ve just learned, and you?ll be a success in Internet promotion in no time.

Sometimes an iCloud icon is just an iCloud icon

Sometimes an iCloud icon is just an iCloud icon

As part of its massive redesign, iTunes 11 includes a curious iCloud icon at the top left, just beside the media type selector drop down. What does this iCloud icon mean? What does it want from us? Matthew Panzarino investigated and shared his findings on Robot Tuxedo:

Clicking on it does nothing, there is no tooltip and it sometimes animates in various ways. This has led to confusion about its purpose. When I saw it I felt I knew right away what it was, but thought I?d do a little testing to make sure my hypothesis was correct.

No spoilers. Hit the link below and make sure you read down to the update.

Ohio gas prices still coming down

COLUMBUS, Ohio (AP) -- Ohio gas prices are continuing to decline this winter.

The average price for a gallon of regular gas in the Buckeye State was $3.35 in Monday's survey from auto club AAA, the Oil Price Information Service and Wright Express. That's 2 cents lower than a week ago, and down 7 cents from this time last month.

But the Ohio average is still about 4 cents higher than the same week in 2011.

Nationally, the average cost was about $3.34 per gallon on Monday. That's about a nickel higher than the national average at this time last year. However, most experts say prices should continue to drop at a steady pace for the remainder of the year.
