(AP) ? After days of seeming to take a looming superstorm in stride, New Yorkers gathered supplies or tried to get out of the way as forecasters warned that a wall of water could hit the nation's largest city.

Facing a seawater surge of anywhere from 6 to 11 feet from Hurricane Sandy, the city shut down its mass transit system, closed its schools and ordered hundreds of thousands of people to flee their homes Sunday. Some New Yorkers packed grocery stores for water and food and scrambled to get out of flood zones, while others insisted they weren't going anywhere.

Clutching a white pillow in her left hand and two computers in another, Alyssa Marks rushed to get to the subway before it stopped running Sunday evening. She'd gotten cash but had no time to get toiletries and water.

"I'm nervous, but I'm also excited," she said as she left her apartment in a lower Manhattan evacuation zone for a friend's place on higher ground.

Ralph Gorham watched the sea get rough, but he planned to weather the storm at the Red Hook Lobster Pound, the seafood business he co-owns in a low-lying part of Brooklyn.

"I'm not leaving. My house is here. My business is here," he said. "When the bell tolls, you live with it."

Warnings about the superstorm ? a predicted combination of Sandy, a wintry system moving in from the West and cold air streaming down from the Arctic ? took on a much more ominous tone Sunday.

The National Oceanic and Atmospheric Administration's environmental protection chief, Louis Uccellini, called the projected storm surge "the worst-case scenario" for New York City, Long Island and northern New Jersey.

It threatened to swamp parts of lower Manhattan, flood subway tunnels and knock out the underground network of power, phone and high-speed Internet lines that are the lifeblood of America's financial capital.

The New York Stock Exchange and other U.S. financial markets are shutting down Monday as Hurricane Sandy bears down on the nation's largest city.

The NYSE's parent company said late Sunday that the shutdown might be extended through Tuesday "pending confirmation," according to exchange operator NYSE Euronext.

"If you don't evacuate, you're not just putting your own life in danger ? you are also endangering the lives of our first responders who may have to come in and rescue you," Mayor Michael Bloomberg said at a news conference Sunday as he announced a mandatory evacuation affecting 375,000 people in low-lying areas from the beaches of Queens to the glassy high-rises of Battery Park City. "This is a serious and dangerous storm."

Gov. Andrew Cuomo deployed National Guard troops to the city and Long Island. Consolidated Edison weighed the possibility of shutting down power in parts of lower Manhattan to protect equipment. Broadway shows were canceled for Sunday and Monday. One small hospital was being evacuated, while several others were moving patients to higher floors.

America's biggest public school system, which serves 1.1 million students, was ordered closed Monday, while many of the schools opened Sunday as emergency shelters.

It marked the second time in 14 months that New York City has faced a scenario forecasters have long feared: a big hurricane hitting the city or a bit south, such that the cyclone's counterclockwise winds drive water into miles of densely populated shoreline.

Hurricane Irene ultimately came ashore as a tropical storm in Coney Island, with a 4-foot storm surge that washed over parts of the southern tip of Manhattan but didn't wreak the havoc that officials had feared, although it caused tremendous damage elsewhere. Some experts have said that a surge 3 feet higher could have caused huge damage.

Bloomberg announced evacuations around 11:30 a.m., telling people to be out just 7? hours later. By 7 p.m., subways and buses were shut down, leaving more than 5 million mostly carless daily riders on their own to get to higher ground.

For those who refused to leave, they mayor had a message.

"They won't be arrested. But I would argue they are being very selfish," Bloomberg said, noting rescue crews will still try to help them if they are flooded. "We aren't going to leave them to die. We are going to save them."

What an informed biblical literalist who was interested in Christian ...

Among other things, an informed biblical literalist who was interested in Christian apologestics would know a lot about biology, reference evolution, geology, reference the global flood theory, physics, reference the young earth theory, and biblical criticism and history, reference a lot of biblical textual criticism, including a lot of research about the Dead Sea Scrolls.

I have never come across a Christian who was well-informed in all of those areas, nor have I ever come across a non-Christian who was well-informed in all of those areas. So what should non-experts do? Well, as a non-expert, I usually choose to accept the opinions of very large consensuses of experts when they are available. Very large consensuses of experts reject creationism, the global flood theory, and the young earth theory.

Are biblical literalists suggesting that all scientists should presuppose that the book of Genesis is literally true, and try to force science to agree with the Bible? If not, what are they suggesting? There is no way that the majority of people will ever become well-versed in biology, and geology, and physics, and biblical textual criticism and history. How could a God intend for people to become well-versed in all of those things, many of whom live in remote jungle regions, do not know how to read and write, and have very little contact with the outside world?

Fed Unlikely to Change Policy or Forecast | Forex Crunch

After the launch of QE3, the Fed is likely to leave policy unchanged. In addition, also the forecasts aren?t expected to budge at this time, says John Kicklighter of DailyFX.

In the interview below, Kicklighter also discusses the impact of the upcoming US elections on volatility, the islands dispute on the Chinese and Japanese economies (we haven?t seen it all) and other topics that move markets.

  1. Do you think that the Fed will acknowledge some positive signs in the US economy in its upcoming meeting? Or rather remain cautious and not budge before the elections?

The Federal Reserve increased its stimulus effort at its September policy gathering and offered up its quarterly projects for growth, inflation and rates. The outlook was certainly weaker than what was seen before, but in some respects it still retained an optimistic tone. Since the introduction of QE3, the data has offered a mixed view (consumer confidence and housing have improved but manufacturing has wavered). Given the central bank?s medium-term outlook, this short run of data won?t likely sway them one way or another regardless. Given the recent change to policy and the time it takes to see the program to take effect (even with the expiration of the Operation Twist effort at the end of the year), it is unlikely that the Fed will significantly change their bearing through policy or forecast.

  1. Volatility in currencies remains quite low. Could this be partially?attributed?to the upcoming US elections? Can we expect higher volatility from November 6th onwards?

Low volume (the FX VIX is just off 5-year lows) is not a situation unique to the currency market. Volatility is low across the board. If we think about what these indexes are derived from implied volatility from options, they are a reflection of the cost for insuring underlying positions from suffering losses (for the most part). ?Given the severely low level of yield / carry that is offered in these markets and the prevalence of stimulus, the cost of insurance ? even at extraordinary lows ? can be too expensive. Of course, all it takes is a significant correction in capital markets and carry exposure to prove that the cost of not protection positions was much higher. The US election likely has little to do with this ? the uncertainty of the event would actually encourage an increase in options interest and likely boost volatility measures. Expectations that this event will be particularly market moving are pretty low, but the Fiscal Cliff ? that is a different story.

  1. With the banking union idea fading away, do you think that Spain will find itself without choices and asking for a bailout? Or will it continue taking its time?

The Banking Union hasn?t disappeared, it ? just like so many other things in the Euro Zone ? has been pushed back. Having that agreement in place is important for putting doling out necessary funds to struggling financial institutes going forward, but Spain has some breathing room given its unique bank-sector help. Prime Minister Rajoy doesn?t need to push for a rescue if the market isn?t locking him out of the market with painfully high benchmark rates. That said, as general investor sentiment retreats, Spain?s benchmark yields will rise and the country will likely be pushed to seek a full rescue ? of course, at that point they will be requesting it under duress.

  1. Fresh data shows that Japan?s deficit is wider, including a significant drop in exports to China. Can the islands dispute further weigh on the yen, or will the safe haven status stabilize the Japanese currency?

The Islands dispute between Japan and China has certainly impacted trade and we haven?t likely seen the bulk of the impact. There is considerable economic value to the this small plot of land and the waters that surround it, so it won?t be easily resolved. On the other hand, both sides have considerable interest in resolving the situation quickly as they are represent a significant source of trade to each other ? something that is a critical necessity for both at present. Yet, looking at the deficit figures, my concern extends a little further than the exports to China. Shipments to the EU dropped over 20 percent year-over-year through September. There is a more permanent problem here.

  1. Interest rates are near zero in some major countries and are set to fall in others, such as Australia. Are there any hawkish central banks left? What could trigger central banks to change course?

The only central bank that is still maintaining even a modest hawkish bias is the Bank of Canada. Governor Carney maintained this bias ? surprisingly enough ? after weakened inflation figures and growing questions about the future health of the global economy. There is a reason it is unusual to see one central bank diverge in its views from the consensus because they are all interconnected through globalization. Canada will increasingly struggle to hold this bias going forward if the global economy slows further. For the doves to change course, they would either need to see a balance of growth and building inflation or a situation where prices were growing at an extreme rate (which would lead to quite the controversial decision on what to do with rates).

Oilfield operator RPC's 3Q profit falls 21 percent

ATLANTA (AP) ? Oilfield-services provider RPC Inc. said Wednesday that third-quarter earnings fell 21 percent and revenue declined on lower natural gas prices.

RPC said it ran into a "sluggish" business climate and growing weakness in gas-producing basins.

The slower pace of drilling was reflected in the average U.S. rig count, which fell about 2 percent from a year earlier and 3 percent from the second quarter of 2012. RPC said the average price of natural gas was $2.87 per thousand cubic feet, a drop of nearly 30 percent in one year although it was up 25 percent from the second quarter.

The company said that despite the recent increase, gas prices are still below levels at which its energy-company customers want to drill.

Net income in the quarter was $66 million, or 30 cents per share, compared with $83.1 million, or 38 cents per share, a year earlier.

Revenues fell 6 percent to $472.4 million.

Analysts expected profit of 28 cents per share on revenue of $488.1 million, according to FactSet.

Overhead costs rose 16 percent to $43 million, climbing to 9.1 percent of revenue from 7.4 percent a year ago. The company said the increase was due to costs of hiring more support staff.

Shares rose 15 cents to $11.82 in afternoon trading.

Pakistani Designer Clothing on Sale in India

The festival and wedding season is approaching in India and thousands of women are scouring the market for new outfits.

This year, they have a new stop - a flagship store of the Pakistan Fashion Design Council opened in an upscale neighborhood in the Indian capital. On display is a collection of intricately embroidered bridal wear, as well as garments by 18 Pakistani designers. They come in a mix of bright oranges, reds and yellows that appeal to Indians, as well as pastel colors that are more popular in Pakistan.

Well-known Pakistani fashion designer Khadijah Shah is in New Delhi to showcase her 2013 bridal collection. She says India presents massive potential.

"For Pakistani designers in terms of scale it is going to be, it is your one wish come true because you get such a huge market," said Shah. "And it is the only other country in the world where they wear the same clothes. Making eastern wear you can't really export it anywhere. With India it is actually another huge market that you are able to tap. So that way, it is amazing, it is a great opportunity.

Pakistan and India, divided along religious lines when India became independent in 1947, share a similar heritage and culture. In both countries for example, formal wear is often heavily embellished with intricate handwork.

The Pakistan Fashion Design Council store has been opened as a franchise with an Indian partner, Mini Bindra, amid new moves by both countries to liberalize trade. Bindra hopes the new store will foster communication between the two sides.

"People have no issues among themselves, that is what I think, like we are interacting with 18 different designers in two different cities of Pakistan and we are in Delhi, they are very cooperative," said Bindra.

Akanksha Bhalerao, who helped establish the store, says Pakistani designers are turning out to be popular with many Indians.

"The response has been incredible," said Bhalerao. "We have brides coming in whoa are getting married this year or early next year and they are wanting to wear like Sana Safinaz pieces or Umar Sayeed."

Designer Khadijah Shah hopes the New Delhi store will catapult Pakistani fashion into India.

"If we are able to achieve peace between the two countries, if trade stays on track, we are able to sort of realize that our differences aside, this is something that is very good for the two countries, very good for the people of the two countries, I think this is just the first step, we will expand further into India," said Shah.

The Pakistani Fashion Design Council has plans to open stores in other Indian cities such as Mumbai and Chandigarh.

As first steps aimed at mending their often tense relations, India and Pakistan have taken several measures in the last year to boost business ties. Pakistan has agreed to substantially increase the number of products that both countries can now trade. India's Trade Minister has said that strengthening economic ties could be the biggest confidence building measure between South Asian rivals that have fought three wars.

home loan refisWith housing affordability still near an all-time high and many consumers beginning to feel better about their finances, interest in buying new homes has increased steadily in the past several months.

That change was once again reflected in home loan applications filed nationwide, though overall activity fell as a result of people having less interest in refinancing their existing deals, according to the latest weekly data from the Mortgage Bankers Association. The overall market for mortgage applications slipped 4.2 percent on a seasonally adjusted basis in the week ending Oct. 12, which included an adjustment for Columbus Day.

That largely came as a result of refinance activity slipping 5 percent from one week to the next, the report said. This type of mortgage deal typically makes up the vast majority of the entire market, and this week that share slipped to 82 percent from the previous week's 83 percent. Meanwhile, mortgages for new purchases climbed to the highest levels seen since June, rising 1 percent from the previous week.

However, on an unadjusted basis, purchase applications slipped 9 percent from the previous week, and mortgage refis tumbled 14 percent, the report said. In all likelihood, this was largely because of the holiday.

But consumers may also have been less interested in refinancing their home loans because rates continued to rise on most types of mortgage, the report said. For instance, those for 30-year fixed-rate loans climbed to 3.57 percent from 3.56 percent. The same is true of jumbo 30-year fixed financing, which saw rates jump even more appreciably, to 3.81 percent from 3.74 percent. Federal Housing Finance Authority-backed 30-year fixed mortgages held steady at 3.34 percent.

At the same time, however, rates for 15-year fixed mortgages -- which are favored by refinancers -- actually fell to 2.87 percent from 2.88 percent, the report said. There was a similar decline for five- and one-year adjustable-rate mortgages, which slipped to 2.59 percent from 2.6 percent.

Experts generally believe that rising home values will continue appreciating for much of the next year, even as interest rates remain low thanks to the Federal Reserve Board's latest quantitative easing efforts. That, in turn, could serve to encourage more consumers to enter the housing market both as sellers and buyers as the economy continues to improve.

Steelers receiver Emmanuel Sanders gave the rest of the NFL a clear lesson in how to save a timeout by employing poor sportsmanship on Sunday night, faking an injury to give his team time to get the right personnel on the field.

With the Steelers facing third-and-11 with six minutes left in the game, Pittsburgh wanted to substitute but didn?t have time to do it without picking up a delay of game penalty. So Sanders ? one of the players who was supposed to come off ? simply fell to the ground pretending to be hurt, which caused a clock stoppage that allowed the Steelers to get the correct personnel on the field.

It was incredibly obvious that Sanders was faking, but it became ridiculously obvious when Sanders went right back on the field just one play later. NBC?s Cris Collinsworth and Al Michaels both noticed that Sanders was faking immediately, and Michaels noted that the league office might have something to say about it.

Based on what the league office has said in the past, Sanders should have to explain himself. Last season, when two Giants players obviously faked an injury in a game against the Rams, the NFL distributed a memo saying, in part, ?all those suspected of being involved in faking injuries will be summoned promptly to this office.?

Well, now Sanders is suspected of being involved in faking injuries. But NFL spokesman Greg Aiello told PFT that Sanders wasn?t summoned to the league office, or disciplined in any other way. However, the situation is still being reviewed by the league office.

As I wrote at the time of the Giants? fake injury controversy, faking injuries is a time-honored practice in football. It dates at least to 1953, when a Notre Dame team was dubbed the ?Fainting Irish? after faking an injury to get a free timeout that set up a tying touchdown on the last play of a game against Iowa. But the fact that fake injuries have been around for more than half a century doesn?t make them acceptable. And since the NFL has warned teams not to do it, there?s no reason for the NFL not to act now that Sanders has obviously done it.

It would stink to see the NFL become like soccer, where players are constantly flopping to the turf with phony injuries. But if the NFL doesn?t crack down, things could head in that direction. The example that Sanders set on Sunday night is clear: If you want a free timeout, just fake an injury. The referee and the league office won?t do anything about it.

New iPad Mini Eats Steve Jobs' Words

Apple has a smaller iPad coming, and no, it won't come with a sheet of sandpaper.

Just over two years ago, Apple founder Steve Jobs held forth on an earnings conference call about the impossibility of making a good tablet with a screen smaller than the iPad's roughly 10-inch display.

"There are clear limits of how close you can physically place elements on a touchscreen before users cannot reliably tap, flick or pinch them," Jobs said, citing Apple's research. And no, a higher screen resolution wouldn't help upcoming Android-based tablets: "It is meaningless unless your tablet also includes sandpaper, so that the user can sand down their fingers to around one-quarter of their present size."

Well, never mind. The new iPad mini sports a 7.9-inch display -- and a 1024 by 768-pixel resolution, short of the ultra-fine Retina displays on the iPhone 5 and this spring's new iPad (itself just replaced by a fourth-gen model with a processor Apple calls twice as fast).

Apple will start taking pre-orders for the iPad mini this Friday, with the tablet arriving in stores a week later. It starts at $329 for a model with 16 gigabytes of storage and Wi-Fi Internet access; a 32 GB edition goes for $429 and a 64 GB unit for $529. Support for LTE mobile broadband from AT&T, Sprint or Verizon Wireless will add another $130; those versions should come about two weeks later.

Those prices also break with Apple's past practices. The iPad beat the price of any name-brand Android tablet by a large margin for many months, and even today there's little daylight between most 10-inch Android models and the $499 price of an iPad, or the $399 cost of the iPad 2 Apple still sells.

But you can now buy a quality, 7-inch Android tablet -- in the form of Google's pleasant Nexus 7 or Amazon's new Kindle Fire HD, each with a slightly higher resolution than the mini--for $199.

The quality of these smaller Android tablets, especially in terms of battery life, has also advanced greatly from the first, inadequate attempts.

Apple has had no trouble charging a premium for superior engineering in its laptop and desktop computers. (Executives didn't reveal the iPad mini at Apple's event in San Jose -- webcast online, a rarity for the company -- until after introducing a new MacBook Pro laptop with a 13-inch Retina display, an updated Mac mini and a radically thinner iMac without an optical drive.)

In this case, the Cupertino, Calif., company can point to the iPad mini's extra screen real estate (about 35 percent more space, between its slightly larger size and less-rectangular proportions), high-definition front webcam and 5-megapixel back camera. If the browser on a tablet is only one app among many, those are important and maybe overwhelming considerations. But if you spend most of your time on such a device on the Web, with occasional detours to watch a movie or read an e-book, how much are a little more screen and a little less weight worth to you?

I want to leave my wife - Relationships, Dating, & Marriage

Q: Dear Meredith,

I am in my late 40s and have been married for almost 25 years. I love and respect my wife ? she is intelligent and is a great mother to our two grown children. We have had a good life. There was a time about a decade ago where I was not in a good place personally. I was in a job I hated and just generally not happy. During this time I had a few one night stands with women I met through my job. I eventually confessed to my wife because I felt so guilty about it. She was devastated but said she forgave me and I have tried very hard to be a better husband and better person. I found another job that I enjoyed more (and where there were not many women). Things have been pretty good for the last nine years.

Recently my wife has been depressed, anxious, and sometimes has unpredictable outbursts. I think she is suffering with the whole empty-nest thing. I have tried to be supportive but it seems like she takes all her emotional issues out on me and several times has thrown my past cheating in my face even though she claims to have forgiven me. During this time, I happened to meet a woman (Sarah) and we have gotten close and have been physical a few times. I felt really guilty about it though so cut off the friendship. But I found I was miserable because I had no one to talk to about what was going on with my wife. So after several weeks of no contact, we have resumed our friendship and spend a couple of hours a day talking on the phone or emailing. We have only been physical once in that time. Sarah?s a good listener and is also going through something similar (she is in an unhappy marriage and contemplating divorce).

After many conversations with her, Sarah helped me realize how unhappy I?ve been in my marriage for a long time. And that my wife has never forgiven me for my past cheating and probably never will. I am contemplating leaving but I?m worried about how that would affect my wife. I don?t want to hurt her. I also worry about the financial aspects. My wife is the bread winner in the family and came into the marriage with some family money. We enjoy an above average lifestyle ? without her income I?m not sure I could even afford a decent place on my own. I think my friend would be willing to move in with me (assuming she gets a divorce) but she doesn?t work so would only have whatever alimony/child support comes her way after the divorce. Sarah says her husband does reasonably well though so we could probably enjoy a comfortable lifestyle especially if she were able to keep their house. But she also has two young boys and I?m not sure I?m ready to be in a step-dad type of relationship.

I know my wife would be devastated if I asked for a divorce. I have asked her to get counseling but she refuses. She?s a good person and I do care about her but I?m just not happy. Should I do what?s best for her or what?s best for me?

You should do what?s best for both of you. You should stop cheating and get your act together.

Maintaining the status quo and lying to your wife isn?t what?s best for anybody. It?s certainly not in your wife?s best interest to live with someone who?s miserable and lining up a second life behind her back. You have to drop Sarah, like right now. You?re not entitled to her attention, and you both need to focus on your real lives.

You must also go to therapy, even if it?s just for you. Perhaps you can go for a while and then ask your wife to join you for a session or two. Sometimes a visit on someone else?s behalf is less intimidating.

And please know that you can?t jump from your wife to Sarah. You sound crazy for prioritizing your escape plan and discussing your standard of living as your marriage is dissolving. You should show this letter to your therapist. I think it?d be quite revealing.

Again, in no particular order: Drop Sarah (now), go to therapy, ask your wife to join you, and be honest with her about what you want from your marriage, if anything. No more coasting, cheating, and planning for a live-in girlfriend. Sarah is married and so are you.

Say it with me: Married. You need to be a husband and figure out what?s best for you and your wife.

Tibetan finch's 80-year absence

It has been missing for 80 years but Sillem's Mountain Finch has now been rediscovered on the Tibetan plateau by a trekker who was too ill to leave camp.

The mountain finch has been an enigma ever since its discovery in 1929, not least because it wasn't identified until 1992.

Two specimens of the sparrow-sized grey and white bird with a russet head were collected by Dutch ornithologist Jerome Alexander Sillem on an expedition to the Karakoram mountain range in 1929.

Nowadays this is the disputed border region of China, India and Pakistan and a no-go area for birders.

The specimens were labelled as a race of Brandt's Mountain Finch (Leucosticte brandti) and consigned to a drawer in the Amsterdam Zoological Museum.

And there they remained until 1992 when a modern-day Dutch ornithologist, Kees Roselaar, opened the drawer and realised the two specimens were a distinctive species in their own right. And he named the new species Leucosticte sillemi - after the original finder.

Fortunate misfortune

But then the trail went cold - until June this year when French nature photographer Yann Muzika was trekking in the Yenigou valley of Qinghai province in China. However, he contracted food poisoning on the eve of departure and was soon confined to camp.

Yann takes up the story: "After the second day, I decided to take a day break and explore the surroundings as much as my condition would allow.

"It was a trek, not a birdwatching trip, but I was nevertheless carrying a camera and a 400mm lens, just in case.

"I came across a flock of Tibetan Rosefinches (Carpodacus roborowskii) and with them there was a single bird that I did not know, resembling a Brandt's Mountain Finch but with a rufous head instead of dark brown. I took one picture before the bird flew away.

"On my return home, I just downloaded the pictures and left them for a few weeks. I still couldn't identify the finch but in the Birds of China field guide there was a brief description of Sillem's Mountain Finch that seemed to match pretty well... but then we were talking of a bird that had not been seen since 1929.

"As I was reaching the limits of my expertise on birds, I sent the picture and others taken during the trek to Krys Kazmierczak who manages the Oriental Bird Images database for the Oriental Bird Club."

He immediately realised the significance of the "mystery bird" photo that had been emailed to him.

He told BBC News: "When I saw the excellent photo of the mystery bird my immediate thought was Sillem's Mountain Finch! However, being of a cautious disposition I did quite a bit of checking and consultation with others.

"Now we are pretty sure that it is Sillem's Mountain Finch, especially since it has been endorsed by Kees Roselaar, who simply said: 'Fantastic! At last the proof that sillemi still exists'."

The June 2012 bird was found 1,500km to the east of the original sighting in 1929 and the Oriental Bird Club is now urging birdwatchers to search for the bird above 5,000m over a vast swathe of high altitude Pakistan, China and Tibet.

The Houston Texans beat the Baltimore Ravens for the first time in seven matchups in a 43-13 win on Sunday. Antonio Smith had two sacks, J.J. Watt deflected a pass that led to an interception and Houston's defense returned to form after an embarrassing loss to Aaron Rodgers and the Green Bay Packers last week.

In other NFL action on Sunday, the Giants defeated the Redskins 27-23, the Packers beat the Rams 30-20, The Saints topped the Buccaneers 35-28 and the Colts beat the Browns 17-13.

Obama, Romney camps square off on foreign policy before - Nola.com

WASHINGTON -- On the eve of their final presidential debate, Mitt Romney and Barack Obama -- through their allies -- squared off Sunday over which candidate would best protect the nation's interests and security abroad with just two weeks left in a race that polls show is increasingly tight.

Both candidates stayed largely out of view, preparing vigorously for their Monday face-off focused on foreign policy. The debate begins at 8 p.m. CDT.

Republicans accused Obama of leaking word of possible negotiations with Iran in pursuit of political gain. Democrats shot back, arguing that Romney and his party are the ones playing politics with national security.

The haggling played out on Sunday news shows at a critical time for Romney and Obama, whose marathon race has become exceedingly close as it lurches toward its November conclusion. Early and absentee voting are already under way in many of the most competitive states, upping the pressure on both candidates to lock in supporters.

Two weeks out, the race appears to be tied, with both candidates taking 47 percent among likely voters in a Wall Street Journal/NBC News poll released Sunday that reflected a boost of support for Romney following his lauded performance in the first debate in early October.

Romney's top supporters launched sweeping condemnations of Obama's handling of foreign policy, assailing him over a deadly attack on the U.S. Consulate in Benghazi, Libya, and arguing that under the president's negligent watch, Iran has crept closer to obtaining a nuclear weapon.

Republican Sen. Rob Portman of Ohio, who played Obama in Romney's debate preparations, said a new report claiming the U.S. and Iran had agreed to direct negotiations seemed like "another example of a national security leak from the White House."

"They've done a lot of that," Portman said, alluding to accusations over the summer that Obama's administration was leaking information to bolster his political prospects ahead of the election. He was echoed by Sen. Lindsey Graham, R-S.C., who called the timing of the report "pretty obvious."

The White House said Saturday that while it is prepared for direct talks with Iran, there's no current agreement to meet. On Sunday, Obama's backers credited him for isolating Iran within the global community and adopting effective sanctions that have crippled the Persian Gulf nation.

"For two years, the president traveled the world putting together a withering international coalition. And now the sanctions that they agreed on are bringing the Iranian economy to its knees," said David Axelrod, a senior Obama adviser. "They're feeling the heat. And that's what the sanctions were meant to do."

Romney, taking a break from debate prep Sunday in Delray Beach, Fla., declined to answer a reporter's question about whether he would be open to one-on-one talks with Iran.

Still, Obama's allies were wedged into a defensive posture as Republicans undertook an everything-but-the-kitchen-sink approach to deflating Obama's foreign policy record. Graham said the Libya attack reflected "one of the most major breakdowns of national security in a very long time." Sen. Marco Rubio, R-Fla., in a clear nod to Cuban-American voters in his battleground state, even suggested Obama's loosening of travel restrictions to Cuba had provided a source of cash for the Castro regime and undermined political freedoms.

Democrats were ready with indictments of their own. Chicago Mayor Rahm Emanuel said the House GOP's release Friday of 166 pages of Libya-related documents had put lives in danger.

"People around the world will now know that you're at risk if you cooperate with the United States," said Emanuel, Obama's former chief of staff.

Romney's supporters waxed optimistic that the race is trending in the Republican's direction, even in crucial states like Ohio that Obama won four years ago and where unemployment is on the decline. Portman said he's traversed his home state over the past two weeks on behalf of Romney and likes what he's seeing on the ground.

"The enthusiasm energy is on our side this year. I mean, it's not like 2008 at all," he said.

Both candidates dedicated their weekend to intensive study for the debate; Obama huddled with advisers in Maryland and Romney with his team in Florida.

On the agenda were Iran-Israel tensions, China, terrorism and the war in Afghanistan -- all subjects expected to come up Monday in the 90-minute encounter moderated by CBS News' Bob Schieffer. Although polls show the economy is of top concern to most voters, global affairs have cropped up as a key issue in the final weeks due to unrest in Libya, Syria and elsewhere.

Romney paused his preparations to attend church with his wife Sunday morning and to watch his traveling press corps play touch football against his senior staff. The former Massachusetts governor presided over a coin toss on the beach, then gathered his aides to cheer them on.

"That's right, don't worry about injuries guys, this counts. Win," he joked.

Romney didn't talk politics, refusing to answer a question about whether, if elected, he would be open to direct talks with Iran. Questions from reporters about the new poll and Monday's debate likewise went unanswered.

Obama arrived Friday at Camp David, the presidential retreat in Maryland's Catoctin Mountains, where he's been holding 12-hour practice sessions, starting with policy discussions at 10 a.m. Obama and his team hold mock debates in the evening in a set designed to look like the one in Boca Raton, Fla., where the two White House hopefuls will square off for the last time. Ron Klain, a former White House aide brought back for debate prep, is playing the role of Schieffer.

Axelrod and Portman spoke on NBC's "Meet the Press," while Emanuel appeared on ABC's "This Week." Graham spoke on "Fox News Sunday" and Rubio on CBS' "Face the Nation."

White House orders spy agencies to share cyberthreat intel with companies

WASHINGTON (AP) -?A new White House executive order would direct U.S. spy agencies to share the latest intelligence about cyberthreats with companies operating electric grids, water plants, railroads and other vital industries to help protect them from electronic attacks, according to a copy obtained by The Associated Press.?

The seven-page draft order, which is being finalized, takes shape as the Obama administration expresses growing concern that Iran could be the first country to use cyberterrorism against the United States. The military is ready to retaliate if the U.S. is hit by cyberweapons, Defense Secretary Leon Panetta said. But the U.S. also is poorly prepared to prevent such an attack, which could damage or knock out critical services that are part of everyday life.?

The White House declined to say when the president will sign the order.?

The draft order would put the Department of Homeland Security in charge of organizing an information-sharing network that rapidly distributes sanitized summaries of top-secret intelligence reports about known cyberthreats that identify a specific target. With these warnings, known as tear lines, the owners and operators of essential U.S. businesses would be better able to block potential attackers from gaining access to their computer systems.?

An organized, broad-based approach for sharing cyberthreat information gathered by the government is widely viewed as essential for any plan to protect U.S. computer networks from foreign nations, terrorist groups and hackers. Existing efforts to exchange information are narrowly focused on specific industries, such as the finance sector, and have had varying degrees of success.?

Yet the order has generated stiff opposition from Republicans on Capitol Hill who view it as a unilateral move that bypasses the legislative authority held by Congress.?

Administration officials said the order became necessary after Congress failed this summer to pass cybersecurity legislation, leaving critical infrastructure companies vulnerable to a serious and growing threat. Conflicting bills passed separately by the House and Senate included information-sharing provisions. But efforts to get a final measure through both chambers collapsed over the GOP's concerns that the Senate bill would expand the federal government's regulatory power and increase costs for businesses.?

The White House has acknowledged that an order from the president, while legally binding, is not enough. Legislation is needed to make other changes to improve the country's digital defenses. An executive order, for example, cannot offer a company protection from liabilities that might result from a cyberattack on its systems.?

The addition of the information-sharing provisions is the most significant change to an earlier draft of the order completed in late August. The new draft, which is not dated, retains a section that requires Homeland Security to identify the vital systems that, if hit by cyberattack, could "reasonably result in a debilitating impact" on national and economic security. Other sections establish a program to encourage companies to adopt voluntary security standards and direct federal agencies to determine whether existing cyber security regulations are adequate.?

The draft order directs the department to work with the Pentagon, the National Security Agency, the director of national intelligence and the Justice Department to quickly establish the information-sharing mechanism. Selected employees at critical infrastructure companies would receive security clearances allowing them to receive the information, according to the document. Federal agencies would be required to assess whether the order raises any privacy or civil liberties risks.?

To foster a two-way exchange of information, the government would ask businesses to tell the government about cyberthreats or cyberattacks. There would be no requirement to do so.?

The NSA has been sharing cyberthreat information on a limited basis with companies that conduct business with the Defense Department. These companies work with sensitive data about weapon systems and technologies and are frequently the targets of cyberspying.?

But the loss of valuable information has been eclipsed by fears that an enemy with the proper know-how could cause havoc by sending the computers controlling critical infrastructure systems incorrect commands or infecting them with malicious software. Potential nightmare scenarios include high-speed trains being put on collision courses, blackouts that last days or perhaps even weeks or chemical plants that inadvertently release deadly gases.?

Panetta underscored the looming dangers during a speech last week in New York by pointing to the Shamoon virus that destroyed thousands of computer systems owned by Persian Gulf oil and gas companies. Shamoon, which spreads quickly through networked computers and ultimately wipes out files by overwriting them, hit the Saudi Arabian state oil company Aramco and Qatari natural gas producer RasGas.?

Panetta did not directly connect Iran to the Aramco and RasGas attacks. But U.S. officials believe hackers based in Iran were behind them.?

Shamoon replaced files at Aramco with the image of a burning U.S. flag and rendered more than 30,000 computers useless, Panetta said. The attack on RasGas was similar, he said.?

A spokeswoman for the National Security Council, Caitlin Hayden, said the administration is consulting with members of Congress and the private sector as the order is being drafted. But she provided no information on when an order would be signed. "Given the gravity of the threats we face in cyberspace, we want to get this right in addition to getting it done swiftly," she said.

However, ?the secret crisis still simmered? through November, writes Svetlana Savranskaya in Foreign Policy?. Unknown to American intelligence, the Soviets had also delivered almost 100 tactical weapons including 80 nuclear front cruise missiles, 12 nuclear warheads for dual-use Luna short-range rockets, and 6 nuclear bombs for IL-28 bombers.

?Even with the pullout of the strategic missiles, the tacticals would stay, and Soviet documentation reveals the intention of training the Cubans to use them,? writes Ms. Savranskaya, a senior fellow at the National Security Archive.

Soviet Deputy Prime Minister Anastas Mikoyan was tasked with handling the delicate negotiations with Cuba and an angry Fidel Castro, who found out about the US-Soviet agreement on the radio. Savranskaya includes a transcript from the Nov. 22, 1962, meeting between Mr. Castro and Mr. Mikoyan in which Castro expresses his humiliation: ? ?What do you think we are? A zero on the left, a dirty rag. We tried to help the Soviet Union to get out of a difficult situation.?

?In desperation, Castro almost begged Mikoyan to leave the tactical warheads in Cuba, especially because the Americans were not aware of them...,? Savranskaya writes. ?But Mikoyan rejected Castro?s pleas and cited a (nonexistent) Soviet law proscribing the transfer of nuclear weapons to third countries.

Castro had a suggestion: ?So you have a law that prohibits transfer of tactical nuclear weapons to other countries? It?s a pity. And when are you going to repeal that law?? Mikoyan was non-committal: ?We will see. It is our right [to do so].??

Understanding China?s perspective

Communications Workers of America activists and some American Airlines? workers today are handing out leaflets to passengers at 15 U.S. airports, including the Dallas/Fort Worth International Airport, to voice their growing concern about the carrier outsourcing work.

Leafleting was scheduled to start at 10 a.m. at the Dallas/Fort Worth Airport?s Terminal D outside the American ticket counter. (The front of the leaflet passed out locally today is above. The union?s name doesn?t appear anywhere on the document.)

?The CWA flyer is really an attack on the industry and long-standing practices at every major carrier as well as many smaller airlines which contract for services,? said American spokesman Bruce Hicks.

American?s?airport agents filed for a union representation election more than 10 months ago. CWA has sought to represent those roughly 10,000 American workers.

Two weeks ago, a federal appeals court ruled that a lower court should not have blocked a union election by American passenger service agents. The appeals court decision cleared the way for the board to proceed with an election of the nearly 10,000 airport and reservations agents, which are the largest group of employees at American not represented by a union.

The CWA charges American with replacing experienced employees with minimum-wage workers in bankruptcy. Fort Worth-based American and its parent AMR Corp. filed for bankruptcy reorganization in November.

?It?s become more and more apparent that the airline went into Chapter 11 [bankruptcy] to reduce employee salaries,? Chuck Porcari, a CWA spokesman in Washington, D.C., said today in a phone interview. ?He noted that AMR now has more cash than the $4 billion it had when it entered bankruptcy.

AMR had about $5.1 billion?in cash and short-term investments on hand as of Sept. 30, according to public documents filed this week.

?Replacing long-term loyal employees with high-turnover, minimum wage workers who get no benefits is unconscionable,? Porcari said. Some cargo agents in Miami have been replaced with minimum-wage workers, he said when asked for details.

?In our restructuring, we worked hard to preserve as many jobs as possible at American, and we did not reduce base pay at any jobs,? Hicks said. ?American is contracting with companies experienced in these functions who, I?m sure, pay competitive wages in order to attract quality employees.?

In addition to the D/FW Airport, leafleting will take place today at airports in Boston, Chicago, Miami, Los Angeles New York, among others.

Last December, the CWA filed a request with the?National Mediation Board to hold an election. At the time, the board required a ?showing of interest? from at least 35 percent of the eligible employees who wanted a union vote.

The board determined the union gathered sufficient signature cards from employees to call the election, and ordered American to submit a list of names and addresses of eligible employees.

American refused and filed a lawsuit in U.S. District Court in Fort Worth to block the election, citing legislation passed in February that required at least 50 percent of eligible voters to express interest for the board to call an election.

The appeals court declared that the board was correct to allow a union election based on the rule in place when the CWA requested an election (requiring interest from at least 35 percent of eligible employees).

The final presidential debate will focus on foreign policy. To stay on just the designated topic, however, President Barack Obama and challenger Mitt Romney may have to steer clear of China and the Middle East.

They probably shouldn't discuss Europe or much of the rest of the world, either, at Monday's showdown in Boca Raton, Fla.

That's because it's nearly impossible to separate foreign policy from the American economy. What happens over there bears directly on jobs and living standards over here.

Tensions in the Middle East can send gasoline prices soaring. Recessions in Europe are pummeling U.S. manufacturers. And a trade war with China ? the world's second biggest economy ? would carry huge risks to both nations.

China is both the world's leading exporter and the United States' largest creditor.

Still, both Obama and Romney are taking swipes at Beijing. Romney says he'd tag China a "currency manipulator" if elected. The Obama administration recently has rolled out a series of restrictive measures against Chinese products and investment.

Neither man wants to look weak on China. And China bashing long has been a staple of American presidential races.

Yet no less an old China hand than Henry Kissinger suggests anti-China rhetoric from both candidates is "extremely deplorable" in such fragile economic times and with leadership in both nations in transition or up for a vote.

A conflict between China and the U.S. would be "a disaster for both countries," says the 89-year old former secretary of state. "It would be impossible to describe what a victory would look like."

In the U.S., opinion polls peg the economy as the No. 1 concern of voters.

Obama implored attendees at a boisterous campus rally in northern Virginia Friday to make sure to vote. "I want to finish the job," he said. Romney and running mate Paul Ryan were campaigning together in Florida.
